Why forms reject photos that are "too small"

Most exam and government portals don't just set a maximum file size — they set a range, like "photo between 20KB and 50KB". A scanned photo that's only 12KB gets rejected even though it's "under the limit", and the error message rarely explains why. Resizing the photo smaller makes it worse. This tool works the other way: it re-encodes your photo at full quality (which alone often adds KB), and if the file is still under your target, it carefully upscales the dimensions until the file reaches exactly the KB you picked. The result passes the portal's minimum check with no quality loss — the pixels you had stay the pixels you had. How do I increase an image's size to 50KB?

Will my photo look blurry after the size is increased?

No. The tool never lowers quality — it encodes at full JPEG quality and only upscales dimensions when needed. Upscaling can't invent detail, so a tiny photo enlarged a lot may look soft at full zoom, exactly like any resized image.
